Vysnova Partners, led by acquisition policy development and the Federal rule-making expertise of Cadre Acquisition Group, are working on the Transportation Acquisition Regulation (TAR) Notice of Proposed Rule-making (NPRM) to Streamline and Update the Department of Transportation Acquisition Regulation (TAR Case 2020–001).

With this NPRM, the Department of Transportation (DOT) proposed to amend and update its Transportation Acquisition Regulation. Under Vysnova’s TAR Support Services contract with DOT, subject matter experts from Cadre Acquisition Group review all parts of the regulation to streamline, revise or remove policies that have been superseded by changes in the Federal Acquisition Regulation (FAR). This new rule also incorporates new regulations or policies required to implement or supplement the FAR to execute DOT’s unique mission and responsibilities.

Under Vysnova’s TAR Support Services contract with DOT, the Vysnova team supports DOT to determine changes to the TAR that are necessary to align it to the FAR. Vysnova supported a comprehensive review of the 2005 edition of the TAR with the goal of updating obsolete coverage, streamlining policies and procedures with current guidance, and implementing new internal policies applicable to the DOT acquisition workforce.

The rule-making falls under the authority of the Office of Federal Procurement Policy (OFPP) and ensures that Government procurements are handled fairly and consistently, that the Government receives the overall best value, and that the Government and contractors both operate under a known set of rules.
