Chief Operating Officer

Dr. John Fallon is the Chief Operating Officer (COO) of Vysnova Partners. He has 20 years of acquisition, acquisition training and consulting experience with the federal government and the private sector. He has supported both defense and civilian agencies, and his experience ranges the full spectrum of contracting and program management, including market research, services, supplies, major weapons systems, inter-agency acquisition teams, policy, strategic sourcing, category management and teaching.

After successfully serving in the operational (domestic and international) and policy environments, he served as a Professor of Contract Management for the Defense Acquisition University where he taught DAWIA Level II and Level III contracting and program management courses. Dr. Fallon also stood up DAU satellite campuses at Aberdeen Proving Ground in Aberdeen, MD and at the Naval Support Activity in Philadelphia, PA. At Censeo Consulting Group, he stood up the firm’s training business. This included a heavy emphasis on developing and delivering strategic sourcing and its various sub components (e.g., market intelligence) to the Department of Defense as well as civilian agencies and private sector clients.

As Vysnova’s COO, Dr. Fallon oversees the firm’s programs and related operations. This includes the management and oversight of both the Defense (e.g.: US Navy work in SE Asia) and Civilian (e.g.: CDC work across eight countries in Latin America) projects in the public health, acquisition and training sectors. Dr. Fallon also leads Vysnova’s internal training and certification programs to ensure that its staff has the requisite expertise to ensure successful project delivery and, ultimately, the customer’s mission success.

Dr. Fallon also serves as an Adjunct Professor for UMUC (MA program in Supply Chain Management) and for Villanova University (MPA program) teaching courses in supply chain management, organizational theory and managing complex networks.
