Vysnova awarded subcontract supporting evaluations at Department of State

Vysnova Partners, Inc. (Vysnova), doing business as Quality Monitoring and Evaluation (QME) Services and serving as a subcontractor to Censeo Consulting Group, was awarded a five year indefinite delivery/indefinite quantity contract to provide evaluation services to the U.S. Department of State.

QME is a Service Disabled Veteran Owned Small Business (SDVOSB) Joint Venture (JV) between two niche market small businesses; Vysnova Partners, Inc. and LTG Associates, Inc. The primary focus of this JV is to provide professional, technical and capacity building services in the areas of Monitoring and Evaluation (M&E) and/or Independent Verification & Validation (IV&V) to Federal and international clients. Through team-based approach and thoughtful use of staff, consultants and subcontractors, QME provides rapid, cost-conscious support to clients. Our small size allows us to be flexible and agile, while bringing in the best talent to meet a requirement.

For the Department of State QME will provide Independent Verification & Validation (IV&V) and Monitoring and Evaluation (M&E) support and expertise reviewing third party contractor’s practices, including but not limited to, the following tasks:

  • Program/project management practices
  • Performance measurements, metrics, and evaluation
  • Ensuring contractual compliance/requirements
  • Evaluating project progress, resources, budget, schedules, and reporting
  • Verifying that milestones and completion dates are planned, monitored, and met
  • Ensuring contractor is meeting critical measures of business performance, such as cost, quality, service, and speed
  • Verifying risk management processes and procedures exist and are being followed
  • Verifying procurement strategy supports contract/ project objectives
  • Review of evaluation plans, support for the development of evaluation plans
  • The collection of both qualitative and quantitative data /information on program outcomes, for measuring key results and impact of the initiative, including effectiveness and reach of the programs implemented
  • Develop and deliver a capacity building program to transfer skills, technology and best practices
  • Identify and utilize innovative approaches including technology tools used for IV&V/M&E
