Vysnova awarded contract supporting the State Treasurer’s Office (STO) Public Finance Division (PFD) of the State of California

Vysnova Partners, Inc. (Vysnova), serving as a subcontractor to Grant Thornton LLP, will serve in a Program Management role supporting the State Treasurer’s Office (STO) Public Finance Division (PFD) of the State of California with the procurement of a replacement system for its existing Debt Management System (DMS).

The STO has broad authority and responsibility for over $115 billion in outstanding State debt (bonds, notes, and commercial paper). The STO provides for the issuance and sale of all State bonds, notes, and other evidences of indebtedness issued by the State. The STO’s current Debt Management System (DMS) is inflexible, difficult to modify, and unable to accurately facilitate the STO’s core fiduciary responsibility of timely, accurate, and expeditious payments and transfers of debt service and fees.

Engagement team conducted a current state assessment and a business needs assessment by reviewing existing documentation and interviewing stakeholders in order to document and diagram existing internal processes and system dependencies and recommend process improvements.  The team is also collecting business and technical requirements, conducting a market survey, and drafting acquisition plans and supporting documents (RFI, RFP, etc.) in order to assist STO in conducting a procurement to implement a replacement DMS.
